OPENING
What if God had given Israel the law in Egypt and promised to rescue them if they kept the law?
Do you think they would keep the law satisfactorily and that God would save them as promised?
Absolutely not.
In Exod 1–19, we saw God rescue Israel even before he gave them the law.
However, before, during, and after the Exodus, Israel kept grumbling and disobeying God. They were by no means admirable people.
So, it’s clear that Israel was saved because of God’s sheer mercy and grace.
And it was only after God rescued them from Egypt that he gave them the law. That’s what we saw in Exod 20–23. So, please don’t forget: God saved them first and then gave them the law.
Then why did God give them the law?
The law was given as a reminder that the holy God had entered into a covenant relationship with sinful Israel: Although Israel was a sinful people, God would be their God.
Also, the law was given to them as an invitation to know what kind of God he is: The God of Israel is a holy God; he is a true God; he is a loving and caring God; and he is a just God.
CONTEXT
And the problem remained: Israel was in no way capable of keeping the law.
Just take a look at the first of the Ten Commandments: “You shall have no other gods before me.” Unless one loves God with all his heart, with all his soul, and with all his might, he violates this first commandment. Could Israel keep this first commandment? Can you? Can I? I think not. Even before we get to the second commandment, we fail at the first.
So, the problem was that Israel had neither ability nor desire to obey the law.
After giving the law, God commanded them to build a tabernacle (Exod 25–31). What was a tabernacle? It was a portable tent that represented God’s presence among Israel: 25:8 And let them make me a sanctuary, that I may dwell in their midst.

What does it mean?
It meant that the law was never enough—not because the law was imperfect, but because Israel was incapable of keeping it. So, God commanded them to build a tabernacle because there had to a way to atone for their lawbreaking.
TEXT
Exodus 25:10–22 is about the most important element of the tabernacle: the ark.
What was the ark? It was a wooden box made of acacia wood and overlaid with pure gold. And God commanded Moses to put the tablets of the law into the ark.

If the ark was a box, it needed a lid: 17 You shall make a mercy seat of pure gold. The ark was made of wood, but the lid of the ark was to be made of solid gold. The lid was to be put on top of the ark. And the lid of the ark was called a “mercy seat.”
I checked several different English translations.
- “the lid of the chest” (CEV, GNB); 「箱の蓋」
- “the Ark’s cover” (NLT); 「契約の箱の覆い」
- (Japanese) 「
“Mercy seat” is an interesting translation because the original Hebrew kapporeth means “covering.” The translation “mercy seat” came from the Greek translation of the Old Testament. The Greek translators interpreted the Hebrew word kapporeth to mean “mercy.”
Why? Because, by God’s mercy, he covers our sins. Psalm 32:1 says, Blessed is the one whose sins are covered. And it was a “mercy seat” because the LORD is seated on the throne, giving mercy to Israel.
And God commanded to make two cherubim of gold (v. 18). The cherubim spread out their wings, overshadowing the mercy seat with their wings. And their faces were turned toward the mercy seat (v. 20).
So, the overall structure was: (1) the ark contained the tablets of the law; (2) the lid, or mercy seat, was placed on top of the ark; and (3) the two cherubim were placed on the mercy seat.
And God said he would meet with Israel from above the mercy seat (v. 22). This mercy seat is the most holy object mentioned in the Old Testament—because this was the spot from which the LORD God spoke (Faithlife Study Bible).
APPLICATION
Exodus can be divided into three parts: (1) chs. 1–18: God saves Israel from Egyptian bondage; (2) chs. 19–24: God gives Israel his law; (3) chs. 25–40: God commands Israel to build the tabernacle.
And we are now beginning the third part (chs. 25–40), where God gives instructions about the tabernacle.
Again, why the tabernacle? Like I said, God commanded them to build a tabernacle because the law was never enough; Israel would break the law. So, God gave them a way to atone for their lawbreaking. And the ark was the most important element in the tabernacle.
God’s Presence among Israel
And there was another important thing about the ark.
God told them to cast four rings and put them on the four feet of the ark. Then they were to make two poles and put them through the rings.
Why use the poles? There were two reasons.
First, the poles were used so that no one would touch the ark with his hands. The ark represented God’s presence, and so it was a holy thing. When a sinful man touched a holy thing, he would die. In 2 Sam 6, a man named Uzzah died after he touched the ark with his hand.
Second, because of the poles, the ark could be moved at a moment’s notice. When they carried the ark, it demonstrated that God was going with them and before them.
So, what the ark shows is that the holy God is present among sinful Israel. Not only is God present among Israel, but he also leads Israel.
Did Israel really deserve all these blessings? I don’t think so. Do we then deserve the same blessing from God? No. Yet God is not only present in your lives, but he also faithfully carries you through. The ark of the covenant is a perfect reminder of such a wonderful God.
God’s Grace toward Israel
Let me remind you of the structure of the ark: (1) the ark contained the tablets of the law; (2) the mercy seat was on top of the ark; and (3) the two cherubim were placed on the mercy seat.
The law was in the ark, and it was covered by the mercy seat. It doesn’t mean that God ignores the law and only promotes mercy; it means that the holy God provides a way to atone for the lawbreaking of sinners.
In Lev 16, God established the Day of Atonement. What was the Day of Atonement? It was the one day of the year when the high priest entered the innermost room, where the ark was placed. What did he do? The high priest sprinkled the mercy seat with the blood of the sacrifice for the sins of Israel.
In Rom 3:25, Paul presents Jesus as the “mercy seat” (or “atoning sacrifice”)—that is, God’s way to atone for the lawbreaking of sinners. When God established the ark of the covenant, he foreshadowed the death of his Son, Jesus, and Paul saw it.
Jesus is God’s only way to atone for our sins. This is the message of the ark of the covenant. Paul also says in Eph 1:7 In him we have redemption through his blood, the forgiveness of our trespasses, according to the riches of his grace.
CLOSING
Several months ago, I was walking to my car in the parking lot, and it just occurred to me: Why does God love me? It was a sudden question. It came all of a sudden. I tried to find an answer. Why does he love me? Why? I don’t know. That’s my honest answer. His love for me is too insane to comprehend. His presence in my life and his grace toward me—what an amazing blessing!
What does the ark of the covenant show us? It shows God’s faithful presence among Israel and God’s crazy grace toward them. The same unrelenting mercy covers us who are in Christ. And it surely transforms our lives. This is the gospel.
